The full text of Russia's classified "October Surprise" report to the U.S.
Congress is printed in the new iF Magazine. The report was prepared in
early 1993 by Sergei Stepashin, who is now Russia's prime minster. The
report implicates George Bush, William Casey and Ronald Reagan in a plot
to sabotage President Carter's negotiations to free 52 Americans then held
hostage in Iran.

Stepashin's report was submitted via the U.S. Embassy in Moscow to a House
task force on Jan. 11, 1993. But the report contradicted the task force's
conclusion of Republican innocence. So it was never released. Instead, it
was filed away in an obscure congressional storage room, until discovered
by investigative reporter Robert Parry.
