Oh, I think it's already a threat, and perceived as such. Sure there
are contradictions; Clinton, whose foreign policy is the most
mercenary of any president I remember, seems to want to overlook the
political threat and cut economic deals (though the embassy bombing,
which I'm about 75% convinced was not accidental, shows that at least
part of the executive branch may be worried). The Republicans seem
more concerned about the politico-military threat. It's easy to write
that off as American paranoia, which it is, but you don't get to be
an empire by indulging potential rivals. I bet we're going to hear a
lot more about the Chinese threat.
