[PEN-L:8747] A Book on US Govt.? (was California Green Party Assembly Representive)

Were I a literary agent or an editor, I'd propose that Michael Hoover write
a book on US Govt. The title may be something like, _Doing Less with More:
A Case agaisnt Decentralization_ or _Encyclopedia Americana: Everything You
Wanted to Ask about the US Government (but Will Be Aghast to Discover)_.
