planning approach, check out:

Douglas Porter, _Profiles in Growth Management_
(Porter, who has ties to the Urban Land Institute which is funded by
real estate interests, is the director of the Growth Management
Institute...GMI board includes David Brower who founded Friends of
the Earth, League of Conservation Voters, & Earth Island Institute:
Brookings Institute fellow Anthony Downs who authored _An Economic
Theory of Democracy_; and John DeGrove, pioneering growth management
advocate and principal author of Florida's comprehensive growth
management plan that was enacted in 1984 but never implemented because
no funds were ever appropriated)

John Udy, _A Value Basis for Urban and Regional Planning_

Gabor Zovanyi, _Growth Management for a Sustainable Future_

also check out journals such as *National Civic Review*, *Urban
Affairs Quarterly*, and *State and Local Government Review* which
publish articles on councils of government and metropolitan
planning...

Minneapolis-St. Paul and Portland are often cited as the best examples
of metro planning and metro review authity...John Harrigan
has been writing about the former's 'metro council' for 30 years and
Carl Abbott has written about Portland's 'metro service district' and
