Agree. I will bet a lot of money that the Indian quoted did not have the European concept of "individual ownership" or "private property" in mind in the statement in dispute. In general, the indigenous peoples of North America had a different conception of their relationship to land than the  Europeans who migrated here.

At any rate, of course, I agree with your suggestion that no individual "should" own the plains, but surely currently a number of private individuals DO own the plains , in the sense that it is held as "private property".  I am more concerned about those claims of ownership than that of the Indian spokesperson quoted on this thread.
