What of intentions?  Doe it matter it the agressors intended to commit
genocide or not?  As a matter of historical record, sure.  But what about in
teaching history, trying to draw lessons?

I just finished Hegi's _Stones from the River_ and am puzzling over this.
(The book deal is the story of a dwarf, born c. 1900 in a small twon in
Germany on the Rhein, who lives through world wars, nazism, and the
aftermath.  Highly recommended.)
