Hmm.  So when was the public law 85-529 passed?  And what was the rationale
behing selecting May 1st for the festivity?

On the second thought, the excerpt calling for

can be easily interpreted as the endorsement of economic justice; the
"god-given potential' should not be taken too literally, it is, in fact, a
reference to the Artistiotelian concpet of 'just society' that allows
everyone the full development of his/her human potential, an ideal embraced
also by Karl Marx.

Could that be that Slick Willy pulled a joke on someone or what?
