	Repression of war and mass demonstrations is not repression of
hostilities. What about the class relations inherent in an authoritarian
regime?  The criminal gangs associated with a lot of the violence in the
former Soviet empire and Yugoslavia gained prominence largely because they
were the only alternative to the official economy.  This is a classic case
of authoritarianism breeding criminal authoritarianism and opportunism.
