The worry was that the expansion made the Soviet system seem more attractive
and undermined the legitimacy of capitalism.

Or they use ethnic hostility to divide people.

Don't you think that the Soviets did a good job of containing the seething
cauldron of ethnic hostility; ditto for the Yugoslavs?
