I think they haven't hired scabs because they realize it would be very bad
public relations for UPS.

Sad to say, I think they could hire enough scabs if they decided to.
Whether UPS could continue to "operate" would then depend on the solidarity
and militancy of the strikers, the extent to which they receive support
from other trade unionists, the degree of public support (and, thereby the
effectiveness of the educational campaign of the Teamsters) ... and the
support of (former?) UPS customers. On that last point, I've read some
articles about how many drivers went around to all of the regular UPS
customers and explained why they were on strike (this, btw, is a
effective tactic since  for most customers, UPS personified, i.e. the
person that they actually know and come into contact with from UPS, is
the driver/deliverer).
