Help on output measures

Does anyone have any suggestion re. what output measures of environmental
protection organizations and international assistance & development
organizations are used or have been proposed (both on the organization- and
sector level)?  What I'm really interested in is a mesaure that is different
from mere "turnover rates" (such as revenues or expenditures) and taps more
tangible effects of enviornmental protection or international assistance
that can be attributed to specific organizations or organizational fields.

Any suggestions or hints will be appreciated.  Please send replies privately.
