[PEN-L:6753] Imperial Demands
A senior UN official outlined the conditions attached by the United
States before it pays its dues that are in arrears by hundreds of
millions of dollars. The United Nations must reduce costs in the
amount of $100 million from the UN Conference on Trade and
Development, the regional economic commissions, the Department of
Public Information and conference services, and cut staff by 10
percent before the United States pays any of its arrears to the
Organization, the Under-Secretary-General for Administration and
Management, Joseph E. Connor told the UN Budgetary Committee
(Fifth) October 9. He said those conditions were attached by the
United States Congress to that country's payment of $50 million of
its arrears to peace-keeping missions. Another condition he said,
would have the General Assembly adopt a 1998-1999 budget outline
below the current $2.61 billion. The U.S. also wants to oust the
present U.N. Secretary-General Boutris-Boutris Gali and replace him
with an African of their choosing.
It is an affront to the people of the world, and an example of
its imperialist nature, that the U.S. as a member of an
international organization does not discuss these matters
rationally in the General Assembly and then abide by the joint
decision that emerges, but rather dictates its opinion to the
entire world, stating that if it does not get its way, it will
refuse to pay its allotted share.
