The rate of unemployment is determined by the laws of
capitalism, which is in deep crisis. The unemployment rate has
steadily risen since the end of the Second World War. It
fluctuates, but every decade it reaches a higher plateau and that
new level becomes the bench mark. The technical/scientific
revolution, which is of great benefit to the capitalists, is also
a factor for its deepening crisis. Since the 1990 recession, more
jobs have been lost to technological change than have been created.
How can unemployment be decreased? Increased investments in
health, education, housing and social programs must begin at once.
To pay for this there must be a moratorium on servicing the public
debts. This would stop the present trend where more money is taken
out of economy than is put in. Following these two measures, the
government must initiate actions to expropriate the banks and
financial institutions in order to ensure that capital is invested
in the national economy rather than taken out.
The so-called "Right" and so-called "Left" are not interested nor
capable of taking any of these measures which would bring unemployment
down. A basic law of capitalism is that unemployment grows in proportion
to profit. Capitalist profit has to be attacked if one is serious
about reducing unemployment. The so-called "Right" and so-called "Left"
refuse to see the laws of capitalist development as mightier than their
flimsy "policies." They will never meet these laws head on and turn the
situation around by ensuring that more is put into the economy than is
taken out. This would mean stepping on some big capitalist toes. They are
content to continue their farce until a big debacle hits, a
depression of unprecedented dimensions.
Workers must cast off all illusions that the so-called "Right" and
so-called "Left" have any intention of changing the basic tendencies of
capitalism. Workers must organize to take matters into their own hands.
This is the only way forward.
