As a denizen of Washington but not an enviro, I can tell you that
there isn't much employment in government for somebody without a
Ph.D.  On the other hand, there are a number of advocacy organizations
who are long on activists and short on economic expertise, so even
a B.A. would be helpful to them.  If the student wants to make a
bigger contribution in this vein, however, the thing to do is get
the doctorate.
