[PEN-L:4752] re: HR3448 & workfare

I need help locating three things:
1. Where can I get a copy of the Small Business Job Protection Act of 1996,
Bill # HR 3448?
2. Job expansion in the last few decades has been primarily in what is
considered female waged work (finance, health care, service industries). I
have a statistic which says that eight out of eleven new jobs in the past
several decades have been in service industry or traditionally female areas
of employment. BUT I don't remember where that came from. Does anyone
recognize this and a source?????
3. What states have passed workfare laws in the last several years? I
believe California, Wisconsin, New York, and Massachusetts have all placed
restrictions on lifetime amounts of welfare -- and have head that most states
have followed suit. The thing is, what states have followed suit? Is there
an article I can read on this?
Thanks in advance
