Am I being incorrigbly lazy in making the following request?
A recent "Economist" mentioned that "Larry Summers... wrote a paper... when
he was teaching economics at Harvard... [in which he] concedes that
indirect government is less transparent than the direct sort; and that the
illusion that it costs no money may tempt politicians to do too much of it.
But he argues that rule-making is nonetheless a useful device, and that it
is often preferable to direct action."
Does anyone know where I might be able to find this paper? Any caveats?!
