     The ultimate developer scam is to control the path
of development of the crucial infrastructure, that is,
the sewer interceptors.  Back in Mad City, Wisconsin, when
semi-rad Paul Soglin was trying to control urban sprawl,
his opponent for his reelection was a former mayor who had
served as Chairman of the Metropolitan Sewerage Commission.
Turned out he had had an interceptor built to the north of
the city which allowed development in some exurbs.  During
the race it came out (guess who found this out and revealed it
during the campaign) that this guy had owned for some time a
large amount of property astride the path of this interceptor
which he had installed.   Clean progressive Wisconsin indeed
(but then, the Socialist mayor of Milwaukee in the 50s, Frank
Zeidlick (sp?) was long known as the "sewer socialist.")
     BTW, the finding that the private benefits of edge city
development are to women working are not surprising.
