  According to the legend, an increasing number of human resource directors
and vice presidents say their companies are understaffed to the point that
morale and business results have suffered ....The source is the Olsten Corp.

Telecommunications companies were the hardest hit by job cuts in the first
quarter, surpassing the aerospace-defense industry, which had been the
leader for layoffs since 1993, according to consultants Challenger, Gray &
Christmas Inc.  "Cuts in telecommunications are being spurred by the
industry's particular vulnerability to deregulation, mergers and
cost-cutting initiatives," Challenger said (Washington Times, page B7).

Construction executives say business has fallen to the lowest level in
nearly three years, but they expect a rebound after a long winter, Dun &
Bradstreet Corp. reported in a monthly survey.  U.S. manufacturers also
reported making up ground lost over the winter but said they expect slower
growth over the next three months.  But the manufacturers also said they
expect only gradual growth through June as the demand declines for
nondurable goods like clothing (Washington Times, page B7).
