If I may add a bit to the discussion, centralism and decentralism are
factors of the longwave, just like regulation and deregulation that is going
on right now and as it happened in the 1920s. If you read Kenneth Davidson's
Megamergers, he notes that each period of deregulation has been accompanied
by decentralization in the workplace. Apparently, decentralization goes well
beyond the workplace.
