Agree with Doug H. that US
considers itself above world law.
Domestic political angle is that
Dems (esp. org.labor in autos, steel
etc.) have been protectionist for some
time. But 1994 erlection swept in
isolationist Repubs.. Hence Clinton
must now compete for the
proetectionist position.
Scary that in both Japan
and US public opinion suppports
trade war, apparently.
