In addition to Ruggles study you may want to look at an
article that "Redefining Poverty: A Sensitivity Analysis"
which appeared in the International Review of Political
Economy vol 6 # 2 written by Paulette Olson and me
which looks at the effect of changing the definition of
poverty on poverty rates for various groups.
