Barkeley's point about the danger of an asset tax for low income people
could be satisfied by having a decent ZERO BRACKET in the asset tax. [say
the first $100,000 is free of taxation].  If we wanted to keep an income tax
and add a wealth tax, we could make the zero bracket even higher.
