It doesn't say when he was an "advisor to the White House, State Dept. and Defense Department" [under which president?] or when he was advisor for the Canadian, Mexican, and Russian governments. The bio says, interestingly, that the 1992 2-volume _Trade, Development and Foreign Debt_ was based on courses he taught at the New School from 1969-72.
