Probably S. Artesian is right. But allow me to throw my dime.
Democrats have always tended to be bee harder than the Republicans in
Latin America BECAUSE they had more bills to pay INSIDE the USofAM.
Let us not forget it was FDR who persecuted Sandino to death. In a
sense, greater aggressivity abroad and deeper hypocrisy in diplomatic
relations in general are to be expected from an US Prez who is
thinking of a "historic opening" in domestic issues.
