No, it's not difficult. It's just that it's impossible to imagine
such a state coming into existence in any way but as a voluntary
federation of two equal and independent states.
(Harvey fantasizes a single state coming into existence through a
socialist revolution by united Arab and Jewish proletariats--but such
a revolution even in fantasy would scarcely limit itself to a tiny
Palestinian state rather than a socialist federation of the entire
Middle East).
