Hermanas y hermanos:

A tiempo de hacer llegar un fraterno saludo a los delegados y delegadas de
los pueblos y nacionalidades indígenas reunidos en esta IV Cumbre
Continental, quiero agradecer la invitación que me hicieron llegar, y
lamentar mi ausencia a este importante encuentro por las múltiples
actividades y obligaciones que debo atender.
La realización de la IV Cumbre coincide con la conmemoración en varios
países de las luchas por la independencia. Sin embargo, las luchas en contra
del yugo imperial fueron iniciadas por nuestros abuelos y abuelas, fueron
ellos quienes desde hace cinco siglos protagonizaron distintas
sublevaciones. La historia oficial ha pretendido que olvidemos que durante
esos siglos resistimos y nos rebelamos. Nosotros somos herederos de los
Amaru, las Bastidas, los Apaza, los Katari, las Sisa y tantos otros. Fue
hace 200 años que a ellos se sumaron mestizos y criollos hasta consolidar el
nacimiento de las nuevas repúblicas.

Para nosotros, desde hace mucho más de dos siglos, la lucha por la
independencia es la misma lucha por la tierra y el territorio. Como muy bien
señalan las conclusiones de la III Cumbre de Abya Yala, la tierra y el
territorio son parte de una dimensión unitaria, complementaria. En ese
sentido, “el territorio es todo, no es solo un área geográfica. Es el
espacio de su cultura e identidad. Es el espacio donde se desarrolla su
tecnología, donde se da el manejo equilibrado de sus riquezas naturales, su
arte, su forma de ser y de pensar, su cosmovisión, su vida misma”.
Para los pueblos indígenas del planeta, la madre tierra es la vida misma.
Concebimos al ser humano como parte integral de la naturaleza y hemos
sentido y practicado siempre un gran respeto por ella.

Durante miles y miles de años hemos convivido con la naturaleza en constante
equilibrio con ella y dentro de ella. Hoy en día, sentimos los efectos
devastadores del sistema capitalista transnacional neoliberal que destruye
aceleradamente nuestro planeta.

Desde afuera y desde arriba todavía intentan imponernos políticas económicas
que atentan contra los derechos de las personas, los derechos de los otros
seres vivos, y los derechos del planeta tierra. Pretenden seguir
vendiéndonos oro por baratijas. Nos dijeron que hubo descubrimiento cuando
hubo una invasión, nos que hubo una conquista cuando hubo un genocidio.
Ahora nos dicen que quieren integración e insertarnos en la economía
mundial, cuando lo que quieren es saquear nuestras riquezas, privilegiando
las ganancias en desmedro de la solidaridad.

Bajo esa lógica los Tratados de Libre Comercio intentan resquebrajar las
relaciones humanas y armónicas con la naturaleza; mercantilizan los recursos
naturales y la cultura de los pueblos; privatizan los servicios básicos;
pretenden patentar la vida.
Los humanos estamos siendo prisioneros de las fuerzas de este modelo que
pretende colocar al hombre como dueño absoluto del planeta. El sistema
capitalista, imperialista y colonial, se basa en formas de vida de
dominación, sometimiento y subordinación de unos sobre los otros. Por eso,
hermanas y hermanos, para preservar el planeta, la vida y la propia especie
humana debemos enfrentar al capitalismo.
Hemos avanzado mucho, por eso ahora podemos decir con seguridad que el
sacrificio de nuestros antepasados no ha sido en vano, continuamos su
sendero en este proceso imparable e irreversible. Sin embargo, todavía nos
queda un largo camino. No olvidemos que para la liberación de nuestros
pueblos, debemos reconocer que la tierra no nos pertenece, sino más bien
nosotros pertenecemos a la tierra.

Como lo habíamos afirmado en varias ocasiones, después de 500 años de
resistencia, después de las valiosas sublevaciones de nuestros ancestros,
nos toca hora garantizar nuestros derechos y los derechos de la Madre Tierra
a través de la toma democrática del poder. Este es el momento para que los
indígenas, campesinos, los obreros, los jóvenes, los trabajadores, los
hombres y las mujeres asumamos nuestro destino como pueblos; que desde el

the same struggle for land and territory. As you rightly point out the
conclusions of the III Summit of Yala Abya, land and territory are part of a

harmonious with nature, natural resources and commodified culture of the
peoples, privatizing basic services, seeking to patent life.
Humans are still prisoners of the forces of the model which aims to put man
as the absolute master of the planet.  The capitalist system, imperialist
and colonial, is based on life forms of domination, subjugation and
subordination of one over the other. Therefore, brothers and sisters, to
preserve the planet, life and humanity itself must confront capitalism.
We have come a long way, so now we can safely say that the sacrifice of our
forefathers has not been in vain, we continue on this path his unstoppable
and irreversible.  However, we still have a long way.  Let us not forget
that the liberation of our peoples, we must recognize that the earth does
not belong to us but we belong to earth.

As we have stated on several occasions, after 500 years of resistance, after
