Joaquin is 100% current on the DofE. Mea culpa. I was thinking 'nuclear' 
where, yes, here too, the DofE handles all weapons lab stuff (there is 
apparently some Air Force and other non DofE military research but very 
little), military nuclear WMD processing, etc ad nausuem.

Since I do a lot work around discussing and analysing NRC regulations, 
the NRC, which is a wholly 'independent' gov't agency and itself only 
has a peripheral relationship to DOE, usually around funding I think. I 
have NRC on the brain in the last few days so I thought of them as the 
same. My mistake.

The laser is still excellent science, however. It is *perhaps* a huge 
waste of money, but that is how science works and lots of good things 
could come out of it. Or bad things. Kind of like 'airplanes' and 'boats'.
