This will download the .torrent file you need to start the transfer. If you
already have a bit torrent client, clicking "open" should run that program
and begin the download. 

If you don't, you should probably download a BIT TORRENT program first. I
like micro torrent, but probably the easiest thing to do is to use the Opera
web browser, which hides the additional complexity of bit torrent behind a
simple, normal, internet file download interface.

These are all windows-based instructions but users of Macs or Linux have
similar mechanisms for using bit torrent available to them.
