What I am getting at is that the Cuban government has massive popular support,
even militant support. I don't think Kim Jong Il's government commands that
same level of support. The question is political not military. Even with its
relative poverty, Cuba acts as a beacon for hope in Latin America, apparently
no one (any longer) views North Korea as a beacon of anti-imperialist
aspirations for Asia. Thus Cuba doesn't need to rely on nuclear weapons to
protect itself.
