Actually, unless the DPRK is spending hard currency to import components of
those weapons from other countries (which I don't believe is the case), then a
nuclear weapons program is *part* of the economy - workers employed, workers
being paid, etc. And indeed, according to the Western press, North Korea is
actually *exporting* that technology to other countries; if so, it would be
even more of a positive part of the economy.
Is there any evidence that, say, the DPRK could grow more food if every person
involved in the nuclear weapons development were sent to work on farms? I doubt
it. Is there any evidence that whatever human capital they have invested in the
nuclear weapons program could have been "invested" elsewhere and produced more
shoes? I doubt it.
