I disagree with Waistline, and I disagree with Stalin, and I wish I could 
agree with David but I don't.

Lenin was referring to the critical linkage between means and relations of 
production.  soviet, small s, power was charged with the responsibilities of 
economic development, and in return such development could only become more 
rational, more productive than capitalist development if and when it was 
directed towards use, and directed towards use by the organs of the workers 
state that gave actual meaning to the terms "use"  and "need."

This is not a linear correspondence, i.e. 1 soviet + 1 electric grid = 1 
socialism-- but a continuous calculus, a self-adjustment.

In short:  NOT just "every cook can govern,"  but every cook MUST govern.
