It is anti-democratic in the same sense that elections in first tier
of the Cuban system are antidemocratic. You are voting in public,
which means that members of the local Committee of the Defense of the
Revolution are able to watch which way you voted. If members of your
local committee of the Defense of the Revolution are not principled,
then they could potentially make your life miserable once they see
that you did not vote for a candidate favored by the Party.

You mention that there are open votes in Congress. But that is a
necessary evil, because constituents need to know which way their
representatives voted. If there were secret votes in Congress, then
more Congresspeople could have gone against the recommendations of
lobbying groups, of AIPAC, etc.
