While I very much appreciate the insightful comments by Bustelo and
Waistline, the issue they raise transcends America, transcends class and
race, transcends the present "epoch".

The multi-hued, multi-layered working class has nowhere won state power
where the bourgeoisie has granted the universal franchise and trade union
rights. This is indisputable.

It is only when capitalism proves unable to recover from one of it's
periodic crises such as we are passing through now and is forced to disband
it's bourgeois-democratic institutions to repress a population which has
lost all confidence in them that the possibility of an historic shift in
class power will present itself.

But not before, not for so long as as the underlying material conditions
allow the bourgeosie to sustain the institutions which have so effectively
channeled and absorbed regular outbreaks of mass discontent which are
themselves a normal feature of the system.
