This is correct. The CPI-ML (Liberation) made a local-level agreement
in Bihar state (and maybe in some other states as well, but I do not
know) with the CPI(M) (as well as with the CPI) in these elections, as
a result of which the CPI, the CPI(M) and the CPI-ML (Liberation) did
not run candidates against each other in Bihar.
In West Bengal, the CPI-ML (Liberation) made no such agreement, and
ran against the CPI and the CPI(M).
My understanding of the above is that the CPI-ML (Liberation) is
stronger than the CPI and the CPI(M) in some places in Bihar (such as
Siwan, where the CPI-ML (Liberation) actually held the parliamentary
seat at one point, before that CPI-ML (Liberation) member of
parliament (Chandra Sekhar) was assassinated, a few years ago),
