  Have you tried to simply copy and paste text from the PDF file? Sure it 
works only page by page, but... 

  In order to copy column text, you have to change the text tool to column. 

  Then ... a googling for "Text to PDF" yields a number of sites with free 
software, I just mention some without the slightest idea how useful they are:

lists (in German language) several tools 

  Of interest might be the "Sun PDF Import Extension" which allows Open 
Office to import PDF documents in Draw and Impress (i.e. not in Writer) and 
to make some changes.
