Somali pirates? I guess you are speaking about the Somali Coast Guard,
who is a little bit disorganized these days, and lacks the central guidance of
a central government, which doesn't really exist currently in that country.

Pirates are those who support the plundering of the waters and coasts of
Somalia, and who bring up ships in international waters far from their _own_
coasts, i.e. the military ships of the NATO countries claiming the right to
bring
each and every ship sailing around the Horn of Africa and in the Gulf of Aden
under their control and search it.
