arms economy was implicit in Michal Kalecki's
classic 1943 article, "Political Aspects of
Full Employment":

I don't think any of the answers is all that useful, though unsurprisingly
Einde's is the most accurate.
Lou writes about Cliff and Russia, but while there is indeed a connection,
Kidron's own work was mainly about the postwar boom in the west.
I suggest you have a look at the works of Chris Harman (good old Mr Google
is bound to find him for you). Chris is the writer most committed to
Kidron's tradition. and wrote his obituary here:

By the way the idea of the permanent arms economy as explanation for the
western boom began in America with writer called CN Vance. Tony Cliff
adopted the theory but his treatment was crude. It was Kidron who tried to
give it Marxist rigour.
