We are receving resports that people are gathered in Stadium Cuscutlan (San
Salvador), Stadium Flor Blancas (San Salvador), Circulo Estudiantil (San
Miguel), El Poliedro (San Salvador) and other places. They appear to be
people brought in from outside the country to vote for ARENA. Citizens
supportive of the FLMN have these areas blockaded to stop them from voting.

Police are currently stopping international observers from interviewing
these people to check thier identity. It is possible that police will
succeed in breaking the blockade to allow people to vote, but there is only
2 hours more of voting time. The reports we have had are that the blockades
are stong and the people will not leave until after the vote has closed.

International observers from the Organization of American States (OAS)
confirmed that foreigners were trying to vote in this presidential election.
In his first report concerning the opening of the polls this morning,
Gustavo Fernández, Chief of Mission of the OAS observation team, stated that
they have found facts confirming that various foreigners have been trying to
vote in the eastern part of the country.

In the first hours of the morning, the group of OAS observers found these
problems in the regions of Torola, in Morazán, as well as San Cayetano and
Tepetitán, in San Vicente. OAS observers witnessed Hondurans with voter ID
cards (DUIs) ready to cast their votes.
