strength of the US ruling class vs. its proletariat  as compared to EU vs.
those workers."

Not just vis a vis the U.S. working class, but the strength of US ruling
class against "all enemies foreign and domestic," i.e., working and
oppressed people the world over. Hence the importance of Aircraft Carrier
Groups, Marine Expeditionary Forces, etc.

Unfortunately, the U.S. working class is, at most, thus far a minor worry,
"latent" as S Artesian says. Not so working people everywhere.
