Well this will be the product of struggle. Chavez has stated that the rich
will pay for the crisis and social programs will not affected. How this will
occur, I haven't seen any definitive plans. That doesn't mean plans don't
exist. Venezuela has a certain amount of breathing space due ti its reserves
of $40 billion and the fact that its budget was always based on $60 per
barrel. This does not make Venezuela immune at all.
But ultimately, who will pay will be the outcome of the intense and growing
class struggle that is wracking Venezuela. Certainly the crisis marks a near
certain end the era of the rich getting richer while social spending also
goes the roof to the benefit of the poor. It will be one or the other.
