Bolivia and Peru were allies against Chile in the War of the Pacific.
Both counties lost territory to Chile (Bolivia it's sea access and
Peru a little nub of territory), not Bolivia to both countries. It
wouldn't be surprising that there is support in Peru, but given that
it annexed roughly a third of Ecuador, one feels little sympathy.
