Inaccurate. What shuts down is the ability to learn to speak a
language without an accent. But learning a language to achieve fluency
and competence in speaking, not to speak of reading and writing, can
be done at any age.

Lots of people learn a brand-new language at college or university,
after the age of seventeen.
And these days, with the Internet, learning a language by means of
self-study is easier than ever.

I started learning Spanish by myself (self-study) at the age of
twenty-six, and had no problem learning it. (Of course I will never
sound like a *native* speaker of Spanish, but that's beside the point
-- that's not a realistic goal.)
