IIRC, throughout the long process of Three Gorges' planning, building, and
operation, storing surface water for diversion to parched northern provinces
has been as or more important an aspect of the dam than the hydro-power
aspect. Predictably the pharaonic south-to-north canal (hey! there's a Mike
Davis turn of phrase) has been subject to a host of bureaucratic delays, cost
overruns, unseen engineering challenges, neglected environmental fiascos,
illegal dislocations, etc.
