I think the nature of the EU is far more contradictory than that. It's true
that freedom of movement for capital is a big pillar, but it's no less true
that freedom of movement for labour, freedom of establishment, etc, is also
central, and increasingly so. The EU has come at building Europe from the
idea of a common market, but a lot of the jurisprudence of the ECJ is
actually about letting people move freely within the union and not be
bothered by certain forms of anti-foreigner state regulations.
