 Acosta Matos is certainly right on the mark and, I should note, saying very 
much what many here (and elsewhere) have been saying, although saying it quite 
well.

There's only one point where he "pulls his punches" a little too much for my 
taste:

"It means that, in the best tradition of the CSIS, he bets on soft, diplomatic 
methods that generate consensus and voluntary obedience"

In those "soft, diplomatic" methods are included the sanctions and blockades 
which have been so detrimental to the people of Cuba and Gaza (to name two). 
Death from lack of medicine or health care, as happened to more than 241 people 
in Gaza in the last year, is no more, and arguably far less, "civilized" a 
method of warfare than that conducted with guns and bombs.

And "diplomacy" can mean things like the Ramboullet Accords, or the 
establishment of the state of Israel for that matter, "diplomatic" efforts 
which lead inexorably (and even intentionally) to war.
