I don't have context for the quote either, but it seems clear to me
that the
reason why it can't be read as you suggest, is because the very nature
of
capitalist production entails the extraction of surplus from wage
labour.
While this remains the case, it is impossible for workers to consume
the
full value they produce (measured in labour time).
