In addition to being un-informed and mis-informed
most voters have a big personal problem with
seeking new information. Most people have taken a
vow to not think. The flock's acceptance of credulous
belief itself as a virtue, doubt as a sin, and
knowledge as forbidden fruit helps to explain why
comprehension is something to avoid.
The reset button is internal. Maybe we must ignore
superstition to organize, yet it seems that it stands
in the way of any progress at all.
