Let me suggest some sub-headings. (I have my own hyotheses here but
researcfh on details, confirming or disconfirming, is important.)

1. WPA -- and particularly the move to dissolve it into PWA before the
War did away with both. WPA was the one New Deal program that pointed
beyond capitalism.

2. Social Security vs Townsend Plan. Did Social Security represent a
victory or a dampening of a potential victory.

3. Wagner Act. What might hae beend in stead of it. Same question as
with SS.

4. Racism.
