Frank said that because those requirements were "unilaterally
inserted" by
Bush, the Obama administration "should take whatever steps are
necessary to
remove them.">
This morning NPR quoted Obama echoing Frank's message, in between
some sound bytes from a Cato Institute moron decrying the automakers'
bailout and the announcement of Rep. Hilda Solis as Labor Secretary.
NPR also noted Solis' strong support of card check legislation, and
underscored that she comes from a union background:

CHICAGO (AP) — President-elect Barack Obama is nominating California
Rep. Hilda Solis to be labor secretary.
Solis, who is a daughter of Mexican and Nicaraguan immigrants, has
focused on immigration and the environment while serving in the House
since 2001.
She's also become known as a tenacious advocate for workers' rights.
But her supporters point out that her husband is a small business
owner, and they say she balances the needs of small businesses with
those of workers.
Still, unions expect Solis to be an advocate for them and for workers.
In Congress and in the state legislature before that, Solis wrote
measures to help migrant workers, combat domestic violence and limit
use of pesticides.
