That these orgs are forbidden by law is rather secondary, what matters is
that they are forbidden in practice, or at least made very difficult to
exist. You
scan write anything you want in laws, but some things are actually
enforceable (or at least halfway enforceable) and some are not. To find out
whether people are creating an organization and to dissolve it if it exists
is far more plausible, as state policy, than to try to find out if it is
being funded or put to use by foreign agents of influence. Now, it being
more plausible state policy doesn't make it automatically the right choice,
but the suggestion of making it illegal for foreign agents to meddle in
these orgs as an alternative seems to me not to be very grounded
in reality. Perhaps, I don't know, the right choice is to permit these
independent orgs to exist and deal with the fact that they probably will be
funded and instrumented from abroad, perhaps not. As someone who hasn't
visitted Cuba (yet) I don't feel I can make a reasonable judgement on that
point.
